Elayne doesn't have an angreal in that scene, though she is linked to Renaille and Merilille. Both of those women are not of great strength. Merilille cannot Travel, and Renaille was too weak to be included in the circle that used the Bowl.

Yet, she says she can lay waste to the palace. Something Nynaeve thinks Alivia can do, and no one else (at that point, Nynaeve wasn't at full strength).

If Elayne plus two moderately weak women can match Alivia, I have strong doubts if they cannot beat Rand. Proves again to me that Elayne is closer to the Forsaken in strength than the AS.
