I don't excuse tyranny regardless of whether or not someone is t'a'veren or not - I don't think understanding should always give way to concessions. In my opinion, you can understand the pressure Rand is under without giving him carte blanche blamelessness in anything he may do.

That being said, Rand exceeded Tuon's level by a wide margin in TGS, so her brand of megalomania pales in comparison.
