I think it was more along the lines of option number 2. Rand was facing a horrifying situation, and did what he had to do to escape it. When put into a situation like that, I can't really blame him - he was thinking of more than just himself. His ultimate concern was for Min.
"Take the Gleeman!" Rand and Mat cried, throwing Thom to the Myrddraal. Then they ran away as fast as they could, and Thom's screams quickly faded into the distance along with any inconvenient feelings of guilt.
