That Mesaana is most likely an AS and that BS's quote indicates that she found a way to prevent the Oath Rod from working correctly. IMO, she would never let herself be bound. As others suggested, I like the idea best that Mesaana did something so that the Oath Rod actually wasn't touching her hand, e.g. through an invisible glove or some inverted shield.
