But why should we assume that? If she masquerades as a novice she could still be in the Tower yet would not be required to swear the Three Oaths. Haven't we seen her dressed in a plain white dress in one of the Forsaken meetings (either in tGS or KoD). Pretending to be a novice would have several advantages, just as Egwene herself has discovered - greater freedom of movement, having other AS be less careful in what they say around her, and she could more easily keep an eye on Egwene.
To confuse the BA she may be wearing normal clothes when meeting with them.
