I suspect RJ would like to have rethought that answer. If what he said is true, then Binders would have been useless in the AoL. Anyone bound as a criminal could simply go to TAR (the impression I get is that most AoL channelers learned how to access TAR), create a TAR oath rod (like Nynaeve created a TAR a'dam) and remove the Oath.
It is possible that there was a clause in each Oath that the criminal wouldn't remove it unless given permission by the Hall.
Anyway ... I agree that what you suggested is a possibility, but I have a gut feeling that that's not what happened. It's too easy. I still think that Mesaana found a way to keep the Oaths from activating when she took them. But, I wouldn't bet the farm on it.
