The Domani at the DF meeting was described as one of the high born.

The High Born (also called First Blood) is the higher nobility, dating back to the founding of Arad Doman. The King must be chosen from one of these Houses.

There is a second class of "lower" nobles, raised to nobility by a ruler since those days. Ituralde is one of those.

The First Blood of Arad Doman is completely distinct from the (also very powerful) Merchant class, very rich and influent commoners. We are told the noble born are forbidden trade (like they were in France). Milisair is the head of one of those merchant Houses, the most powerful ones which heads of Houses form the Council that chooses and advise the King, and balance out the power of the nobles.

It's fairly obvious that the Domani noblewoman at the meeting (like most of these DF, it appears) is now irrelevant. She may have got swept early by Graendal or something. Some of the allies of Ituralde aside (all men), we haven't seen any of the first blood of Arad Doman in the series, except among Graendal's pets (or the king's cousin Lady Tuva, etc.).
