That it's ever stated that first blood nobles and and members of the Council of Merchants are mutually exclusive. Besides that, Carridin says that the Domani DF's skin and especially her barely opaque, high-necked gown mark her as a first blood member. Milsair wears at least also a barely opaque, high-necked dress, which indicates that she is first blood, even if she is a merchant as well.
