Yes it was said that Merchant and Nobility are exclusive classes. Nobles can't be merchants, specifically. I don't remember where the quote is (Guide or one of the glossaries, perhaps), but I remember this well from the research I have done for the article on Arad Doman at the 13 Dep. a few months ago.

Nobles and Merchants are two different social classes in AD. Milisair isn't Lady Milisair. She's the head of a powerful Merchant House in Bandar Eban itself and was a member of the Merchant Council.
