I'd say no, he did not.

However, he could have worked to make it this way.

I believe so, yes. That even explains why the Choedan Kal was left behind, rather than snatched away with the male a'dam.

All this, of course, requires greater planning and cooperation that the Forsaken have shown till date. But with the end in sight, this is hardly implausible.
