If we make the assumption that he and Graendal collaborated in some way, then is it possible for these two together to come up with a plan that would make Rand use massive amounts of Balefire?
I believe so, yes. That even explains why the Choedan Kal was left behind, rather than snatched away with the male a'dam.
All this, of course, requires greater planning and cooperation that the Forsaken have shown till date. But with the end in sight, this is hardly implausible.
