Larry didn't call it an environmental novel (ie save the planet type thing)- he called it an ecological novel. Therein lies the confusion.
And by the definition he later gave for ecological, his point makes no sense. Every story no matter how good or bad has an ecology.
If what he meant was that Herbert was the first to create a Sci-Fi novel that could carry the same sort of distinction that is made between Fantasy and High Fantasy, he would have been better served to cut and paste from Wikipedia.
