It is an upper class setting, of course, but since all wizarding children in Britain and Ireland have to visit the school, I understand, there'd have to be working class children. But if Rowling doesn't give them the accents, we'll not so easily find them. Snape is one, one might argue, but one who managed to work his way up to upper middle class - we only find out about his background in book seven, really.
This is interesting. I have always assumed that there must be several schools of witchcraft and wizardry in Great Britain. People frquently say things like "Hogwarts is the best school" (I can only think of Hagrid in the first book, but I have a feeling I have read it elsewhere) and comments about accepting children of Muggles. If there is only one school, and all magical children in Britain and Ireland go there, then it doesn't make sense to talk about it being the best school.
