When you say you know how he was paid, what do you mean?
I mean the serial story format where he was paid per installment, which is something of an incentive for an author to create long stories, a goal aided by wordiness. But then, wordiness seems to be a hallmark of a lot of older English novels, so I'm sure it wasn't just him, and people obviously loved the stories however wordy they may have been.
I am not sure wordiness necessarily follows from the form. He would not be allowed to prolong his stories indefinitely, and if he lost readers it could often be cancelled, all depending on the contract.
