In the Epilogue, it felt to me that Lord Randyll was a little too emphatic about his doubts on the identity of Jon Connington, and seemed to underplay his abilities severely. He says, "if his is Jon Connington" at least thrice. This segues very well with Connington's own plan to throw doubt into the Lannister camp about his true goals.
Tarly is extremely skeptical about everything, so I doubt he's in cahoots with Connington. If nothing else, he's not imaginative enough to do that, and I doubt he'd betray Mace Tyrell, his liege lord.
