There's no reason for Doran not to offer Arianne to Aegon. After all, the initial plan was for Arianne to marry Viserys. Doran should have no objection to the Dany-Quentyn match happening later as a consolidation of the Targ-Martell alliance that he can quickly set up this way.
The Martells are not. Arianne and Aegon are full cousins, Doran might balk at that alright.
