Which means it's a meaningless honorific. To be honest I'm amazed he agreed to it – I'd've thought he'd at least ask for Home Secretary or something.
I would imagine something will be shuffled under him, either from bits of other departments or possibly the department I'm in that hasn't got a minister yet.
That or he is going to act as Cameron Jnr - some sort of fudge to let him play PM once a week or something
