Certainly, there can be some kind of exception during a time of total war, but to make every person sign away two years or their lives just because you think it's "good" for society is horrific. Enforced slavery to the state. Lovely.
It is called paying for the benefits of living in this society. Under my plan to live in this society is not a free hand out earned by the luck of being born into it, rather the benefits of this society are earned by working for them. That is not slavery.
