Whether the government putting the GPS tracker on somebody's vehicle is okay or not, and where it is or isn't acceptable for them to do that.
If we accept that it's okay for the government to put a GPS tracker on somebody's vehicle, that should be able to happen wherever it can be done without breaking some other law. I assume that somebody walking onto an unrestricted driveway is not breaking any other law in doing so. Presumably climbing over a locked fence or entering an unlocked garage would be violating tresspassing laws, but this seems potentially murkier. Breaking into a locked garage is right out
