There are certainly people who would physically fight with a cop...but I really don't find that most people would. Something as painful as electrocution should only be used as a reactionary control, imo. Not a proactive trigger-finger to "oh but they raised their voice at me and started being quarrelsome!!" But I guess that is just my opinion and the law likes to wipe cops' asses when it comes to ethics.
