It's not at all unusual for girls not to start cycling until 14/15/16, and by that time she was already in training as a runner.

I think it's likely that she and/or her parents knew. But there is enough of an element of doubt (due to issues like this) that I'm willing to admit there's at least a possibility that they didn't.
