For many years there were a decent bunch of chat admins at wotmania chat that kept the bullshit to a minimum. Many, including myself, became less regular and things sort of fell apart from there. If we were to get a chat here and select the right admins (i.e. not me) then I could expect to stroll in every now and then and have a decent experience. I assume that your Skype room only allows whoever started the room to boot people?
That person can also set others to "master" status and that basically allows them to do all the same stuff, except they can't edit what the "creator" or other "masters" say. As far as booting and banning, however, they can do all of that, or just edit offending comments; they can also set people to "listener" status, which is amusing, because then you see a little pencil as they type this big long string of profanity, and then you see the little eraser smudge it all out when they hit enter.
It's not like a free for all, though there is a chat like that; I forget who created it, but I think kronin did. Somehow he kept getting the creator tag in all of them, even the first one I created when wotmania went down the last time. He and Kylia Skydancer started another one that was supposed to be for RAFO Mafia Wars but wound up getting most people, so now they have a third one that's an IC RPG "tavern" and seem to run both pretty smoothly, though I've not been in the last. Ultimately, it is what you make of it, because in terms of features I don't really see anything Chat had that Skype lacks, quite the opposite: That doesn't mean people will use it, or be decent on it, anymore than it did in '08. If it were as simple as just snapping your fingers and having everyone come we wouldn't be having this conversation, and certainly not on the CMB.
