State rules vary. New York has fairly generous ones - they do cover single adults (or at least did). As I wasn't working at the time, I had zero income and minimal assets (they asked to see last 3 months bank statements). Before the hospital made me apply (they wouldn't even see me or give me any kind of pricing before I did), I didn't think I would qualify either. It never occurred to me. It struck me as almost unfair. I would have preferred not to use that option, if I had other viable ones.
