Qualifiers such as that can make all the difference in the world. Saying, "All Solar planets have moons" is obviously false, since it ignores Mercury and Venus; saying, "Most Solar planets have moons" is both a generalization and a fact. Please note that I take no position on the veracity of snoops statement, and don't wish to interfere with that discussion.
