The two are different. The certificate is the long-hand version, more formal and also more fundamental. The certification is, as many have noticed, shorter and simpler. Both count with equal legal weight in Hawaii, but it's important to note that the certificate is the fundamental form whereas the certification is a short-hand version for all the usual things you need a birth certificate in hawaii.

Birth certificates come in several versions (certificate of live birth or certification of live birth), just like ID does (drivers license, passport etc).
