Bush's abstinence-only programs provided flat-out lies claiming that birth control was ineffective. Republican candidates routinely preach sexual repression under the guise of "family values," often while secretly violating their own supposed ideals.
Also, sociological research shows that all of this actually increases rates of teenage pregnancy and STDs.

Speaking of someone who is an active member of the local Republican Party...and a social concervative who knows plenty of social concervatives....
I do not see the pervasive thought that we are anti-birth control measures. What I see is that individuals say that not having sex is the only 100% guarenteed way to not get pregnant or contract an STI. I'm not saying abstinance programs are 100% effective. I'm saying not having sex is 100% effective.
This isn't about sexual repression. This isn't about limiting access to birth control measures. And this isn't about not educating young people. Its about the methodologies behind it. You said in a post above that its the state's place to do those things. I disagree, because I do not approve of the state's methods. Besides which, how would the state be in the position to teach my belief system?
~Jeordam
The claim itself is trivial. Of course "not having sex" is 100% effective, but it's also 100% unrealistic. People want to have sex, and there are methods with very close to 100% effectiveness that can allow them to do so safely. Pushing abstinence-only as a "solution" to this problem is the result of either absurd naivety or a wish to repress human desires. It's not just "individuals" talking about it; it was the policy of the federal government under a Republican, socially conservative President.
As I said in a previous post, public education has a responsibility to teach the facts about sex, not your belief system or anyone else's. Your beliefs do not supersede reality.
