There's a lot of countries that call "devolution" federalism, though.

In Spain or Belgium, to take the most obvious examples coming to mind, the mere fact that the federalized state came after the earlier centralized state hasn't stopped anyone from using the term. A federal state is a federal state, regardless of whether it started out that way or not.
