as a personal example, i got a tax refund last year. therefore, i qualify for the 46-47% who "paid no income tax".
I have never heard/didn't realize that people who paid more than their federal income tax liability and therefore received a refund are included in the oft-repeated stat about "half the country" (or 47%, etc.) not paying income tax. I assumed that was referring to people who after EIC/deduction/etc. had zero or negative tax liability, therefore getting back all they paid or more than they paid, which isn't the same...at all.
