75% of those non-payers (35% of America) either are retired elderly people, get the child tax credit and/or get the Earned Income Credit for the working poor. An amusing footnote is that 4000 non-payers are millionaire investors getting a break on their capital gains tax.

Remember when I said most of the nonpayers (nearly everyone except retired people) were due to GOP sponsored tax credits? Here is an article detailing that:

Note also that the first article references George Bush bragging about taking 5 million people off the tax rolls in 2004; back then, Republicans LIKED that.
