If you think the number of people getting abortions stays more or less the same when abortion clinics open up and it becomes somewhat cheap, safe, and of course legal (removing some of the stigma of immorality from it) to obtain an abortion then I can't help your condition.
As I said previously, the access to family planning is a HUGE issue. If you legalize abortion at the same time you make an effort to educate people about all the ins and outs of the situation, you'll see different results.
I just read a very horrific article that provides a good example of what isn't working, imo. The Philippines does not provide any help with planning, and actively punishes women who go for abortions. Yet, somehow, more women per 1000 find a way to abort their babies than in the US - they don't simply stop having sex.
If a set of laws is completely contrary to the needs of the people, they do what they feel is necessary and just carry around the guilt.
