For health reasons apparently, though it's come out of nowhere so one does wonder if there is more going on...

He had spoken before about the resignation of the office of Pope if a person was no longer physically, mentally, or spiritually capable; it just wasn't really focused on at the time. He was on the verge of retirement when he was elevated. In hindsight his resignation is not really that surprising.

As for who the next Pope will be, and what his views might be, anyone's guess is as good as another. However, I would not be the least surprised if it was a non-European. As for birth control, I really don't see that changing any time soon. You'll probably see female ordination first.
