People are living there and paying rent to the owner. If there is a different person every night you could theoretically say that it's a hotel, but if they stay for extended periods of time and sign leases, it's no different than if I rented my house out for short periods of time. Or do you really think that every beach house that is rented out for the summer is in a "business" or "mixed use" zone? Hell no. Use your head, man.
It's not a business if it's being used as someone's residence.
