Or other parts of the world for that matter? It could certainly be argued that Europe's exploitation of Africa did more damage and is causing more harm than what America did to the African Americas here. And it would be a lot easier to implement and be more effective since you could just pay for schools road and things to promote development instead of just handing money to individuals.
