I can only assume whoever is making a fuss over this is probably not used to giving many presentations before a crowd, she had a list to major points on her hand, this is entirely common in an environment where notecards or prepared speech are not in order.

When I was a senior, I had to give a 45 minute lecture to room over around 400 people without ever talking more than maybe ten minutes tops in front of maybe 30 people tops. A prof of mine, when asked for advice, told me that most people talk too quietly and too fast, and I tended to speak especially fast. So I wrote on the palm of my hand, Speak Loud Slow Down. To this day I often still write SLSD on my hand prior to presentations, and it tends to show up in my notes a lot too. It has served me well.

SHe wrote Energy, Budgets, Tax cuts, lift american spirits - this looks to me like she jotted down her talking points. I promise you most public figures regularly have note cards that say things like that, it's a reminder of points you want to emphasize and cover, because it's easy to get distracted on stage. Obviously, she couldn't have a notecard in hand, skin works fine I also often write talking points on my palm. 'newton's laws, quiz friday, solve problem 9' for 'the lecture is about netwon's laws, don't get distracted and talk about relativity, don't forget to tell them you're giving them a quiz on friday, and demonstrate homework problem 9 on the board since a lot of people got it wrong' Oh, the embarrassment! I must be a seventh grader too

Get real, this is insanely petty and I rather suspect everyone complaining about it has little experience speaking before a crowd. Everyone has their personal bag of tricks for speaking. This is not an uncommon one, especially in a speaking format where there's no desk or podium to put notes.
