When I was a senior, I had to give a 45 minute lecture to room over around 400 people without ever talking more than maybe ten minutes tops in front of maybe 30 people tops. A prof of mine, when asked for advice, told me that most people talk too quietly and too fast, and I tended to speak especially fast. So I wrote on the palm of my hand, Speak Loud Slow Down. To this day I often still write SLSD on my hand prior to presentations, and it tends to show up in my notes a lot too. It has served me well.
SHe wrote Energy, Budgets, Tax cuts, lift american spirits - this looks to me like she jotted down her talking points. I promise you most public figures regularly have note cards that say things like that, it's a reminder of points you want to emphasize and cover, because it's easy to get distracted on stage.
