that's how you MAKE a choice. You decide one option is better than the other. All this restaurant has done is change who they cater to. Would you say that it's unethical for there to be christian book stores? Perhaps all the Kosher butchers are bigots?

It is not discriminatory in an ethical sense to offer a product catering to a specific group's needs. It is ethically discrimination when you prevent others from purchasing that product or service.

You're getting way too literal about the term to relate it to the ethics.

As stated, I'm fine with the company making this decision. They have the right to change their restaurants' focus group if they want to. Except according to the article the company is mostly state owned. At least indirectly. So preferring one particular religious group over others raises questions. But even that is beside the point.

Earlier the restaurant offered only secular meat, which is acceptable to everyone who doesn't require specific religious rituals. Now they offer only religious meat, which is acceptable to everyone of that religion plus those who do not care if their meat is dedicated to this particular god. Earlier the restaurants did nothing religious, thus passively discouraging muslim customers. Now they are actively encouraging muslim customers and actively discouraging some non-muslims. That may not be literally discrimination, but at least in my mind that's not an improvement.
