The goddess is Devi (i believe) and originally, only the slaughter of milk producing cows was prohibited. With the influences of buddhism and jainism, this became abstaining from beef all together, if not total vegetarianism.

But the original cow=holy thing comes from Hinduism. But also remember, that the Buddha was from India and Hinduism is really the foundation that Buddhism was built upon.
