What companies there are with manufacturing facilities would be unable to compete as they pay corporation tax... and I'd guess that any company left with a decentish sized manufacturing facility would probably be a decent sized operation able to put pressure on the odd congressman or senator at least. Probably not an easy sell to left leaning Democrats nor to anyone from a state with manufacturing industries that would be screwed.
