I think most of us have that part of our brain that tells us we shouldn't do things. In some people that part is damaged or missing. It's a known fact many people with Autism lack impulse control. It also happens with people who have brain damage after an accident or stroke.
From the article I read he sounds like someone very socially isolated which leads me to hypothesize that he possibly suffers some sort of mental illness or deficiency. Take this from the mother of the 13 year old boy (with autism) that has shoved a toddler.
That is not to say his behavior is acceptable (my son is told on no uncertain terms that his wasn't). I just think to violently attack a toddler in a store like that there has to be something wrong with the guy. Hopefully they will get him some help while he is locked away.

People have babies that seem totally normal, but have challenges in some way. Sometimes kids scream for a reason, and not just because their parents don't do their job right.
I saw once a woman yelling at a teenager because he stared at her, turned out he was autistic, and didn't stare at her at all, he just stared... His parents was so in shock, and the woman tried to explain it away... There was of course no excuse, it was never in her place to try and discipline him.
We can't go around assuming that children misbehave all the time. And parents with challenged children can't lock them in at home so that they will not be inconvenient to others. There must be room for children that are not silent and calm too.
