All it does is ensure you get every advance known by at least two other civilizations, so it's just a crutch for people who don't go after tech. The only reason I ever built it was to PREVENT anyone else from doing so. I always had the tech edge, so it couldn't give me anything, but it could give AWAY that edge if I let it.
