Once again, you're really not paying attention if you think that only the West is taking serious action on cutting back emissions. But you can't pretend that having to cut emissions by, let's say, 3 percent per year, would have the same impact on a country with modest growth and an economy in which heavy industry already plays a relatively limited role, as it would on a booming country with a massive reliance on industry like China. I'm sure you've seen the seriously scary speed with which China catapulted past the EU and the US on its way to becoming the largest CO2 emitter globally - it's not even remotely realistic to expect them to go from an increase like that to an actual decrease in a few years' time. They definitely have to take tough steps, and they are. But in a realistic way, slowing down their emissions growth gradually until they reach a point that they can get to actually reducing.

That's true if you talk about outsourcing heavy industry to developing countries, but I'm not aware of any country for which this is a major part of the strategy to cut emissions? In any case, most of the emissions of the Western countries come from things not easily outsourced, like transportation and electricity generation. And let's face it, most of the heavy industry already moved to China a decade or more ago...
