There is no reason a fascist state could not be democratic even if they are very unlikely to have anything we would consider a democracy. But I don't see how you could have it be non military. Without the nationalistic military focus it would just be an oppressive flavor of socialism.

Many would say "With or without the nationalistic military focus, fascism is just an oppressive flavor of socialism". I mean, every Nazi ever claimed fascism to be a flavor of socialism, it's right there in the name!
