Of course he can deliver it from the Oval. But given how he loves pomp, it's a loss for him. That's why Pelosi even helpfully pointed out that he can deliver the SOTU from the Oval. Let him try giving a scripted speech sitting down in the Oval again. Given how terribly the first, much shorter, attempt went, this will probably topple the wall by just making everyone go so deep into sleep they wake up to realize the utter absurdity of the proposal.
