That is how Moghedien pushed Birgette from TAR into the real world, remember?

And interaction with souls is how, in the Age of Legends, the Aes Sedai could take souls from the "soul pool" to put them into Chora trees, the Nym, and other constructs.

And these are pure OP effects. Mix in the TP, and you get stuff like souls transferring between bodies, being forced into Trollocs and Myrdraal, getting turned totally towards the Dark Ones goals, and so on.

On the pure TP side, you have things like the cour'sourva, immediate reincarnation with memories intact, etc.

All that said, it also makes complete sense the One Power can interact with souls. It is the power that drives all of creation. And souls are very clearly part of that. So why would they be insulated from the very force that drives them?
