Why don't they just enclose these spaces, and air condition the enclosed areas. Surely that's less wasteful than just... air conditioning the outside.

There may be times of the year when having these places enclosed uses more energy than keeping them open to ambient air.
This is entirely speculation, though. They may just be extravagant, which certainly wouldn't be new for them.
Have y'all seen this? Qatar is air conditioning their open-air markets and stadiums.
