Because that is quite a dumbass thing to do.
They reused SL for TV anyway, so the set was already in place. They didn't need TV this season, it would have been a direct swap since they're going to have Camelyn next season anyway.
Hiring Elayne and Morgase this season and Siuan/the Aes Sedai next season vs the other way around isn't going to break the show.
