Aran'gar is a "second or last-chance" Forsaken and thus more closely under SH's (and Moridin's) thumb. She was forced to leave the Rebels, and it seems a bit pointless for her to return to the AS, since Mesaana is anyway still in the WT.
IMO, it makes the most sense that SH will give the remaining one of his "daggers" a new task, namely to infiltrate another group of the Light. I think Aran'gar will be Perrin's unseen foew, which is mentioned in the cover blurb of ToM, because - as we know - the Shadow wants the lesser two ta'veren dead now urgently. Probably Aran'gar might also take over Graendal's DF network after Graendal's demise.
