It's possible Aran'gar was responsible for both Slayer and the DF Asha'man. Although, if she did disguise herself as Demandred when ordering the DF Asha'man, it does beg the question why she didn't do the same thing with Slayer.
I agree that Osan'gar is as good a candidate, but if that's the case then it can't/won't be revealed in-story, since I don't expect we'll see him resurrected again. That's really the only reason I prefer Aran'gar as a candidate - if it was she, it can still be revealed in-story.

Assuming she is the culprit for both orders, I'd say off hand that ordering the DF Asha'man as Demandred was a safer proposition since they were much more likely to fail in the attempt. Slayer had a real chance of success so an anonymous disguise would be much safer than risking Slayer telling everyone Demandred ordered him to kill Rand.
I think Osan'gar was the one who ordered Slayer, fits with the situation better IMO.
