I've long thought the Forsaken are simply a means to distract humanity and keep Rand from realizing his full potential (not only OP Potential). It's why the DO wants them to be predictable in the way Verin says, it's why he set Moridin as N'B too ... the other FS would all hold back in one way or another because they have post T'G goals they wish to achieve!
