All through the collapse and 10 years of war, the Dark One had nothing stopping him from ripping open his prison, entering Creation fully, and destroying it. But he didn't. To me, this indicated he couldn't. Not just like that. The Bore was slowly becoming bigger, sure, but the rather desperate attempts that were apparently made to get LTT over to their side seems to indicate to me that something more is required for the DO to be totally free, and that something has to do with the DR.

Given the kind of pivotal place the DR occupies in the Pattern, it makes sense that this is so. Just killing him simply sends him off to TAR, and he can either be Reborn, or summoned by the Horn. Either way, it doesn't really serve the DO's goal.
